PPQ offers a convenient four (4) month LayBy option for Colour, Theme, Business, Euro, Signature Series and 2x2 Flexi plates (requiring a $100 deposit) and a seven (7) month LayBy option for Prestige, A Plate and 7C Prestige plates (requiring a $500 deposit). The date the deposit is received by PPQ becomes the LayBy commencement date. The LayBy agreement, terms and conditions must be accepted to apply for a LayBy online, and a copy of this agreement will be emailed for your reference on receipt of the deposit. If the LayBy is not applied for online, the emailed LayBy agreement must be returned fully completed to PPQ within 10 days of the commencement date.
Simply click Create A Plate® to select your combination, background and sizes. Choose the LayBy Plate option at the end, confirm your details and pay your deposit securely online. An email will be sent to you detailing alternate payment methods and your account details should you wish to continue paying your instalments online.. Please note that the combination may not be reserved until a deposit is received. Ongoing payments must be made at least once every 28 days, which is the sole responsibility of the LayBy holder. Each payment must be a minimum of $50 (for Colour, Theme, Business, Euro, Signature Series and 2x2 Flexi plates) or $250 (for Prestige, A Plate and 7C Prestige plates).
Deposits and all ongoing payments can be made securely online using your unique account details which will be emailed to you when you request a LayBy. Payments can also be made over the phone by calling 136 356 using MasterCard, Visa or American Express. Alternatively payments can be made via the post by cheque or money order, or in person with cash at the PPQ office. Payments cannot be made electronically (direct debit or BPay), nor at Department of Transport and Main Roads Customer Service Centres or Queensland motor dealers. Receipts will be emailed to your nominated email address, each one containing a summary of the LayBy as it currently stands.
If you have submitted an application for a LayBy, you will have received an email with login details. If you have not received an email or have forgotten your login details, click the button below and choose the 'Forgot Password' option.
LayBys do not attract additional fees or charges, however if cancelled at any time during the agreement PPQ will retain a cancellation fee of $50 for Colour, Theme, Business, Euro, Signature Series and 2x2 Flexi plates or $250 for Prestige, A Plate and 7C Prestige plates. LayBys can be cancelled by deciding you do not wish to proceed, or failing to make minimum ongoing payments. When cancelled, a cheque for the remaining amount will be posted to you within 2 weeks.
Item 1 - Parties to the Agreement
This agreement is between Publicis Red Lion Pty Ltd trading as Publicis Personalised Plates and Queensland Department of Transport and Main Roads, the operators of Personalised Plates Queensland ("PPQ") and you.
Item 2 - Description of Product being Purchased
Once your LayBy has been initialised by a PPQ team member and a deposit has been received by PPQ, this agreement covers you with respect to your chosen personalised plates ("Plates"). Notwithstanding anything contained in these terms & conditions or elsewhere on the PPQ website, PPQ makes no representation or commitment to supply with respect to any chosen personalised plate combination until such time as the application has been correctly submitted to PPQ, payment finalised, and the order approved by Department of Transport and Main Roads.
Item 3 - Commencement and Completion Dates
The commencement date of this agreement is the date a deposit is received by PPQ. A deposit must be received within 7 days of the LayBy being initialised or the LayBy application will be cancelled.
The finalisation date for completing this LayBy is no later than four (4) months for Colour, Theme, Business, Euro, Signature Series and 2x2 Flexi plates, or seven (7) months for Prestige, A Plate and 7C Prestige plates, from the commencement date.
Handy Hint from PPQ: Once we have received your final payment and your order has been confirmed, your plates will be delivered within 3 weeks.
Item 4 - Method of Payment
Option 1: When you: (a) visit www.ppq.com.au and follow the prompts to apply for a LayBy; or (b) call the PPQ Call Centre on 136 356 during business hours and apply for a LayBy, you will automatically be registered for an online payment account. Upon registering for an online payment account, you will be provided with unique login details including a password. You can then use these details to log in at www.ppq.com.au/myaccount and make online LayBy payments any time convenient to you. Online LayBy payments can be made using Visa, MasterCard or Amex cards.
Option 2: Call the PPQ team on 136 356 during business hours. Visa, MasterCard and Amex cards are accepted.
Option 3: Cheques and Money Orders should be made payable to PPQ and mailed, with your details (name, LayBy number and Plate combination) to:

Option 4: Payments can be made in person at PPQ using all of the above payment methods and EFTPOS. PPQ is open between 8:30am – 5pm Monday to Friday and is located at Level 1, 164 Grey Street, South Bank (in Brisbane).
Please note that Bpay and Direct Debit are not available as payment options.
Handy Hint from PPQ: Department of Transport and Main Roads Customer Service Centres and Motor Dealers are unable to accept any LayBy payments.
Item 5 - Timing and Amount of Payments
A deposit of $100 (minimum) is required for Colour, Theme, Business, Euro, Signature Series and 2x2 Flexi plates or $500 (minimum) for Prestige, A Plate and 7C Prestige plates. Thereafter, a minimum payment (where each payment requires a minimum of $50 for Personalised, Theme, Business, Euro, Signature Series and 2x2 Flexi plates or $250 for Prestige, A Plate and 7C Prestige plates to be paid) must be made every 28 days from the commencement date detailed in Item 3 above. You may decide to pay more frequently if you wish.
Item 6 - Termination Charge
If at any time during the term of this agreement you decide you do not wish to proceed with your purchase or if the LayBy agreement is terminated by PPQ, a termination charge of $50 for Colour, Theme, Business, Euro, Signature Series and 2x2 Flexi plates or $250 for Prestige, A Plate and 7C Prestige plates will be deducted from monies paid towards this LayBy. The balance of monies received will be refunded by Direct Bank Deposit to the person outlined in Item 1 and the $50 or $250 fee (whichever is applicable) will cover termination charge in relation to the agreement.
Item 7 - Failure to Pay an Installment Payment
In the event that the purchaser should fail to meet any one of the payments detailed in Item 5, or if a cheque is dishonoured when presented for payment, this agreement may be terminated at the discretion of PPQ. Any bank fees or charges incurred by dishonoured payments will be charged to the person named in Item 1. If this should occur and this agreement is terminated, the same conditions outlined under Item 6 will apply. PPQ reserves the right to automatically cancel a Plate manufacturing order if a payment is not promptly received once the manufacturing order is submitted.
Item 8 - Failure to Complete
In the event that the purchaser should fail to complete all payments by the period detailed in Item 3, this agreement may be terminated at the discretion of PPQ. If this should occur and the agreement is terminated, the same conditions outlined under Item 6 will apply. PPQ reserves the right to automatically cancel a Plate manufacturing order if payment is not promptly received once the order is submitted.
Item 9 - General Conditions
All plate manufacturing orders are subject to PPQ's Delivery Policy.
If a customer changes their mind after a manufacturing order has been submitted PPQ will issue a refund less the termination charge and any manufacturing costs incurred.
PPQ and Department of Transport and Main Roads have absolute discretion in the manufacture of Plates and have the right to stop manufacture or recall any Plates considered inappropriate or offensive at any time after the Plate order process has been undertaken.
Pursuant to the Transport Operations (Road Use Management - Vehicle Registration) Regulation 2010 (QLD), acquiring Plates gives the customer the right to use the Plates (by either keeping them without them being attached to a vehicle or attaching them to the corresponding vehicle in the correct manner). The right to use the Plates also includes the right to transfer the right to use the Plates to another person (subject to any relevant fee that may be imposed by Department of Transport and Main Roads). Although acquisition of Plates gives the customer the right to use the Plates, pursuant to the Transport Operations (Road Use Management - Vehicle Registration) Regulation 2010 (QLD), at all times the Plates remain the property of the State of Queensland.
Pursuant to the Transport Operations (Road Use Management - Vehicle Registration) Regulation 2010 (QLD), Plates that are damaged, lost, destroyed or stolen must be reported as such within 14 days after the registered operator discovers that they have been damaged, lost, destroyed or stolen. Failure to report may constitute an offence. Replacement of Plates does require payment of a fee.
Subject to any liability which cannot be excluded by law, PPQ is not liable for any loss or damage of any kind (including direct, incidental, special or consequential damages) howsoever caused (including but not limited to by the negligence of PPQ) which is suffered or incurred in connection with these terms and conditions, use of the PPQ website, the non-availability of Plates, the rejection of, or failure to receive, your order, any act or omission of PPQ, and/or the provision of inaccurate or incomplete information provided by you. Without limitation to the foregoing, PPQ will not be liable for any consequences arising from unintended functionality related errors or technical glitches of whatsoever nature that may temporarily impact on the normal operation of the website generally, or the Create A Plate® selection/order processing on-line system in particular (including but not limited to the temporary acceptance of otherwise non-valid plate combinations and designs), and/or for any such errors or glitches caused by a user's attempt to manipulate, tamper with, or otherwise override the normal intended functioning of the Create A Plate® on-line system, including but not limited to any attempt to enter invalid Plate category and/or character combinations via the creation of multiple tab sessions, or by any other means.
